Map of Tamriel at the start of the Dragon Crisis during the Skyrim Civil War (Or Stormcloak Revolution)
Notes:
- I added provinces to Valenwood to act as holds or whatever administrative divisions are in the Bosmer province
- I added holds to Black Marsh based partially on cultural ethnicities
- I expanded on Elsweyr's administrative divisions by adding my own designs and without taking away the kingdoms of Anequina and Pelletine
-Pyandonea and Yokuda do not have official provinces so I made my own

Yokuda doesn't exist in fourth Era. it was destroyed long ago.
